Overview
The Behavioral Health Transformation: County Performance Accelerator is a statewide project administered by the Department of Health Care Services (DHCS) and jointly managed by Social Finance, the Healthy Brains Global Initiative (HBGI), and the Steinberg Institute. Its objective is to help counties improve behavioral health service delivery through performance management—demonstrating outcomes, transparency, and accountability to residents.
Aligned with the statewide Behavioral Health Transformation (BHT) initiative, the project is intended to support counties in navigating new requirements and opportunities within the evolving behavioral health landscape. Participating counties will benefit from technical assistance from experts in behavioral health policy, performance management, and performance-based contracting.
Our Approach
Initial cohort counties will help shape scalable approaches to accountability and service delivery, informing broader BHT implementation statewide. Technical assistance will be delivered in 2026 through training, webinars, toolkits, templates, and case studies across three key areas:
- Contracting practices: innovative procurement and contract management strategies
- County system structures: continuum of care design, reporting, and performance management
- External interfacing: engaging Boards of Supervisors and other stakeholders to enhance transparency
